CBEM specializes in supporting individuals with intellectual and developmental disabilities through 24/7, community-based crisis intervention across California. We work alongside individuals, families, caregivers, Regional Centers, and providers to identify immediate needs, promote safety, coordinate care, and support ongoing stability. This person-centered, trauma-informed approach provides a strong foundation for responsive mental and behavioral health services that can be adapted to the needs of different populations, partners, and communities.

Person-Centered Care

At CBEM, person-centered care means recognizing each individual as the expert in their own life. Our services are guided by the person’s experiences, strengths, needs, preferences, culture, and goals.

We approach each individual with empathy, compassion, and respect. By partnering with the individual and the people they trust, we develop trauma-informed strategies that promote safety, stability, choice, and quality of life. Our teams coordinate across the person’s system of support while remaining responsive to their unique circumstances.

Grounded in decades of experience supporting individuals with intellectual and developmental disabilities, including those with co-occurring mental health needs, CBEM provides compassionate crisis intervention and behavioral health services designed to help people remain supported within their homes and communities whenever possible.

CBEM partners with individuals, families, caregivers, and care teams to recognize emerging concerns, respond when support is needed, and promote stability over time. Our person-centered approach brings together prevention, crisis response, stabilization, and ongoing care coordination.

Our Approach to Care

  • Accessible support. Individuals served by participating Regional Centers may be referred to CBEM without additional diagnostic, age, or severity requirements imposed by CBEM. We recognize that a meaningful change in a person’s safety, stability, or quality of life may indicate a need for support. This accessible, person-centered model provides a foundation that can be adapted across mental and behavioral health service lines, populations, and communities.
  • Prevention and early intervention. We work with individuals and their support teams to recognize emerging needs, strengthen existing resources, and develop strategies that may reduce the likelihood or intensity of a crisis.
  • Support in the community. Services may be provided in homes, schools, and other community settings, as well as remotely when appropriate. This allows our teams to better understand the person’s environment and provide support where it is most relevant.
  • Crisis-response availability. Individuals actively enrolled in CBEM services have access to crisis-response support 24 hours a day, seven days a week. The type of response is based on the person’s needs, circumstances, location, and immediate safety considerations.
  • Coordinated care. We collaborate with individuals, families, caregivers, Regional Centers, providers, and other care partners to coordinate services, strengthen continuity, and promote stability over time.

For Regional Centers

CBEM accepts referrals for individuals served by participating California Regional Centers within our service areas. Our crisis intervention and behavioral health services are designed for individuals with intellectual and developmental disabilities, including those with co-occurring mental health needs.

CBEM currently partners with over 14 Regional Centers and serves communities across more than 46 California counties. We do not impose additional diagnostic, age, or severity requirements beyond Regional Center eligibility.

After receiving a referral, our teams coordinate with the Service Coordinator or Social Worker, the individual, and their support network to understand current needs and determine the appropriate response. We provide timely, community-based support and remain engaged throughout assessment, stabilization, and transition.

Our model is designed to address complex and changing needs through person-centered planning, collaboration, and coordination across the individual’s system of care.

CBEM brings experience in 24/7 crisis intervention, community-based stabilization, care coordination, and support for people with complex mental and behavioral health needs.

We collaborate with health plans, healthcare providers, government agencies, and community organizations to explore solutions tailored to the populations and regions they serve. Our person-centered, trauma-informed model can be adapted across mental and behavioral health service lines while supporting timely access, continuity of care, and coordinated community-based services.
