CBEM was founded as a Critical Intervention Service for Golden Gate Regional Center, beginning with a team of five.
CBEM’s Critical Intervention Service model brings together prevention, timely crisis response, stabilization, and continued care coordination. The model is grounded in understanding each person’s needs, recognizing emerging concerns when possible, and strengthening the support systems that promote safety and stability.
Beginning with five employees and one contract with Golden Gate Regional Center, CBEM has grown into a statewide provider of community-based crisis intervention and behavioral health services. The experience gained through this work continues to inform our development of person-centered mental and behavioral health solutions for new populations, partners, and communities.
The principles established in 2008 remain central to CBEM today: listen to the individual, respond to the full context of their needs, collaborate across systems, and provide support that extends beyond the immediate crisis.

Since 2008, CBEM has grown from a five-person team serving one Regional Center in San Francisco to a statewide organization serving individuals across California:
CBEM’s multidisciplinary team includes Licensed Clinical Psychologists, doctoral-level professionals with PhD and PsyD degrees, and master’s-level staff from psychology, social work, counseling, behavioral health, and related fields.
Our teams also have access to interdisciplinary consultation from Psychiatrists, Licensed Clinical Psychologists, and Board Certified Behavior Analysts. This collaborative structure brings multiple perspectives to assessment, service planning, crisis stabilization, and care coordination when individuals have complex or changing needs.
Together, our employees and consultants contribute specialized expertise in intellectual and developmental disabilities, crisis intervention, and community-based mental and behavioral health services. This foundation supports CBEM’s continued growth across populations, service lines, and communities.

CBEM begins partnering with North Bay Regional Center and opens the Napa office.
CBEM begins partnering with San Gabriel Pomona Regional Center and opens the Covina office.
CBEM begins partnering with Redwood Coast Regional Center, opening offices in Eureka and Ukiah.
CBEM expands into Southern California, with new teams in Antelope Valley and Woodland Hills serving North Los Angeles Regional Center.
CBEM reaches the Central Valley and Inland Empire, partnering with Valley Mountain Regional Center and San Bernardino Regional Center through new offices in Stockton and San Bernardino.
A new office opens in Chico, extending services to individuals served by Far Northern Regional Center.
A new office opens in Long Beach, serving individuals served by Harbor Regional Center.
CBEM begins partnering with Central Valley Regional Center, serving Fresno, Merced, Tulare, Kings, Madera, and Mariposa counties.
Services within Far Northern Regional Center expand to Siskiyou, Plumas, Tehama, Lassen, Modoc, and Trinity counties.
CBEM begins partnering with San Andreas Regional Center, serving Monterey, San Benito, Santa Cruz, and Santa Clara counties.
CBEM expands its partnership with Harbor Regional Center across Los Angeles County.
CBEM begins partnering with San Diego Regional Center, serving San Diego County.
A new office in Los Angeles will serve individuals served by East Los Angeles Regional Center.
A new office in Irvine will serve individuals served by Regional Center of Orange County.
